Date: 13th October 2026
The European Commission has proposed the Public Procurement Act (COM(2026) 590 final) – replacing all three 2014 procurement Directives with a single, directly applicable Regulation.
This is not an incremental update. Key shifts include:
🔹 Three procedures replace six – with negotiation as a built-in option 🔹 Quality-first awards: minimum 30% quality weighting under BPQR 🔹 A new European Preference framework for third-country restrictions 🔹 Dedicated chapters on green, social, security & innovation procurement 🔹 Mandatory BIM for works ≥ EUR 25M 🔹 Full digital ecosystem with EU-wide interoperable platforms
For Greek stakeholders, Laws 4412/2016 and 4413/2016 will need substantial overhaul. Not expected to apply before the first half of 2029.
Our Project Development, Public Procurement & Concessions team – Managing Partner Constantinos Lambadarios and Managing Associate Dr. Magdalini-Christina Vlachou-Vlachopoulou – has prepared a detailed newsletter analyzing the proposal’s key reforms, comparative framework, and practical implications.
